१० लाख ऋणको ५० लाख ब्याज

मनोज अधिकारी, पोखरा, साउन २५- पोखरा-१ बगरकी विष्णुकुमारी गुरुङले आफ्ना दुई छोरालाई हङकङ पठाउन १४ वर्षअघि दुईतले घर धितो राखेर १० लाख रुपैयाँ ऋण लिएकी थिईन्। छोराहरुले कमाएर ऋण तिर्न नसक्दा उनले अहिलेसम्म ऋण दिने साहु शरद शेचरनलाई झण्डै २० लाख रुपैयाँ ब्याज बुझाइसकिन्। यतिले उनको ऋण चुक्ता भएको छैन, बरु अझै ३० लाख रुपैयाँ ब्याज तिर्न बाँकी छ।

मासिक ३ प्रतिशतको चर्को ब्याज तिर्दै आएको गुरुङ परिवार आफू बस्दै आएको घर थाहै नदिई अर्कैलाई बिक्री भएको सुन्दा अहिले आश्चर्यमा परेको छ। १० लाख ऋणको २० लाख ब्याज बुझाईसक्दा घरै बिक्री भइसकेको सुनेपछि घरमुली भीमप्रसाद गुरुङ आत्तिँदै पहिले जिल्ला प्रशासन र अहिले माओवादी पार्टी कार्यालयमा गुहार माग्न पुगेका छन्।
उनले अहिलेसम्म शरदलाई उक्त ऋणको ब्याज १९ लाख ७८ हजार रुपैयाँ बुझिसकेका छन्। अब उनी आफ्नो घर रक्षाका लागि सबै ऋण चुक्ता गर्ने तयारीमा छन्। छोराहरुले हङकङबाट कमाएपछि ऋण तिर्ने सपना चकनाचुर भएपछि उनले समयमै साँवा र ब्याज बुझाउन सकेका थिएनन्। उनका एक छोराको हङकङमै मृत्यु भयो भने एक छोरा पोखरामै छन्।

गुरुङको घर धितोमा राखेका शरदले त्यतिबेलाको चलनअनुरुप ३ प्रतिशत ब्याजमा आफुले ऋण दिएको बताए। उनले गुरुङबाट नियमित नभई बेला-बेलामा ब्याज लिंदै आए पनि अझै करिब ३० लाख रुपैयाँ लिन बाँकी रहेको बताए।

'गुरुङसँग साँवाबाहेक ब्याजको ३० लाख रुपैयाँ लिनै बाँकी छ' उनले भने,'मैले यो गुरुङ परिवारबाहेक अरु धेरैसँग यसैगरी कारोबार गर्दै आएको छु।'

उनले आफ्नी श्रीमतीले बीना कुनै जानकारी अर्कैलाई घर बेचिदिएकाले अहिले जटिल समस्या आएको बताए। धितोका रुपमा शरदकी श्रीमती रिताको नाममा रहेको उक्त घर दुई वर्षअघि २०६६ बैशाख १७ गते सर्लाही, पथ्थरकोट-५ की मधु कार्कीले ८५ लाख रुपैयाँमा किनेकी थिइन्। यसमा आफ्नी श्रीमती र धितोमा रहेको जान्दा जान्दै घर किन्ने कार्की दोषी रहेको उनको दावी छ। कार्की अहिले आफुले किनेको घर खाली गराउन आएपछि गुरुङ परिवार अप्ठेरोमा परेको छ। उनले घर खाली गराउन जिल्ला प्रशासन र प्रहरीमा निवेदन दिएकी छिन्।

धितो राखेर ब्याज लिंदै आएको पक्षले सुटुक्क घर बेचिदिएपछि गुरुङपरिवार घरबारबिहिन हुने अवस्थामा छ। यसबारेमा प्रमुख जिल्ला अधिकारी सम्भु कोइरालासँग पटक-पटक छलफल गर्दा समेत कुनै समाधान ननिस्केको घरमुली भीमप्रसाद गुरुङले बताए। प्रशासनले कुनै सुनुवाई नगरेपछि उनी अहिले घर रक्षाका लागि माओवादी जिल्ला कार्यालय धाइरहेका छन्।

'सिडियोले केही गर्न नसकिने भयो भन्दै अन्तै जानु भनेपछि माओवादीमा आउन बाध्य भएँ' भीमप्रसादले प्रश्न गरे,'यहाँबाट केही होला कि भन्ने आश छ। नत्र न्याय पाउन कहाँ जाने?।'

प्रजिअ कोइराला धितोको घर अर्कैलाई बेचिदिएको जान्दा-जान्दै सोझो गुरुङ परिवारलाई घरबारबिहिन बनाउन नसक्ने बताउँछन्। ऋणी, साहू र घर खरिदकर्ता बीच पटक-पटक छलफल गराउँदा समेत कोही सहमतिमा आउन तयार नभएको उनले बताए। सहमतिमा नआई झगडा मात्र गर्न खोजेपछि आफुले मिलाउन नसक्ने देखेर उनले अदालत जान सुझाव दिएका छन्।

घर किन्ने कार्की लालपूर्जा लिएर अदालत जाने तयारीमा छिन्। विदेशमा मिहेनत गरी कमाएको पैसाले किनेको घर पाउनुपर्ने उनको दावी छ।

बिग्रंदो सम्बन्धका कारण विगत ९ वर्षदेखि शरद र रीता अलग बस्दै आएका छन्। रीताले श्रीमान्ले नहेरेपछि तीन छोरीको शिक्षा-दिक्षाका लागि आफ्नो नाममा रहेको उक्त घर बेचेको स्वीकार गरेकी छिन्।

निरक्षर घरधनी विष्णुकुमारी भने आफुलाई धितो बन्धकको कागज भनेर शरदले झुक्याएर
नामसारीको कागजमा सहीछाप गराएकाले अहिले यो अवस्था आएको बताउँछिन्। उनले शरदको ऋण तिरेर आफ्नो घर फिर्ता गराउन प्रयासरत छिन्। घर किन्ने कार्की भने आफुले कि उक्त घर पाउनु पर्ने कि लगानी गरेको ८५ लाख र त्यसको दुई वर्षको ब्याज रकम पाउनुपर्ने अडानमा छिन्। हातमा लालपूर्जा लिएर आएकी उनी नभए अदालत जाने सोचमा छिन्।

'पोखरा बस्ने शरद र काठमाडौ बस्ने रीताबीच कुनै सल्लाह नभई धितो राखेको अर्काको घर बिक्री भएको देखिन्छ' जिल्ला प्रशासन स्रोतले भन्यो,'ब्याज लिंदा लिंदै धितो राखेको ऋणीको घर बिक्री गर्नु सरासर गलत हो।'

पैसा नतिर्ने पन्ध्र कार्यालयको विद्युत् काटियो

नेपाल विद्युत् प्राधिकरण, सुर्खेत शाखाले मङ्गलबार १५ वटा सरकारी कार्यालयको विद्युत् कटौती गरेको छ । लामो समयसम्म पनि महसुल नतिरेको भन्दै प्राविधरणले ती कार्यालयहरुको लाइन काटेको हो । प्राधिकरणका अनुसार लाइन काटिएका कार्यालयहरुमा जिल्ला विकास समितिको गेष्ट हाउस, नगरपालिकाको स्वामित्वमा रहेको घण्टाघर, क्षेत्रीय वन निर्देशनालय रहेका छन् ।

यस्तै क्षेत्रीय वन निर्देशनालय तालिम केन्द्र, सहरी विकास आवास, क्षेत्रीय वन निर्देशनालय आवास, जिल्ला प्रशासन आवास, अनुसन्धान आवास, रेञ्जर आवास, जिल्ला विकास समितिको आवास, क्षेत्रीय सिँचाइको आवास, स्थानीय शिविर, नगर योजना र नगर योजना कार्यालय को पनि लाइन काटिएको छ ।

प्राधिकरणका अनुसार यी कार्यालयहरुबाट झन्डै रु सात लाख महसुल उठ्न बाँकी छ । प्राधिकरणले महसुल तिर्न बाँकी अरु कार्यालयहरुको पनि विद्युत् लाइन काट्ने तयारी गरिरहेको छ ।
